Judy E. Baker
Judy is an experienced HR professional who is currently the Director of HR and Volunteer Programs for the Independence Seaport Museum in Philadelphia, PA where she focuses on culture, talent management, leadership, learning and employee development, benefits, policy and HR processes. Previously, she did independent HR consulting for nonprofit and for-profit organizations. Additional professional experience includes working as Senior Vice President of Human Resources for Pennsylvania Real Estate Investment Trust (PREIT), Head of Human Resources for the William Penn Foundation, Director of HR for The Rubin Organization and in various HR roles for a Wall St. investment firm.
Judy earned a BA degree in business management and psychology from Clark University. She holds the SHRM- SCP and SPHR professional certifications. In 2012 Judy was recipient of the Delaware Valley HR Person of the Year Award.
She is a National member of SHRM and Tri-State HRMA where she has served on their Board in various capacities. She will be sworn in as President for Tri-State HRMA in September. She is active with the Delaware Valley HR Person of the Year Award board and has served as Chair of the Judges Committee for several years and also worked on the Scholarship Committee. She is currently a member of the University of Pennsylvania’s LPS Employer Advisory Board and is a lifetime member of Hadassah where she has held board positions with her local chapter. In her spare time, Judy enjoys live music, theater, her book clubs, running (Ok, enjoys is a strong word for that…as is what constitutes running these days) and spending time at the Jersey shore. Her proudest achievement is raising two sons to adulthood and independence. She resides in NJ with her husband.
BJ Anderson – President (2024-2025)
HR & Payroll Strategist | SHRM-SCP | CPP
With over 25 years of experience, BJ Anderson is a trusted expert in human resources, payroll operations, and benefits compliance. She began her career in the medical field, holding leadership positions that built her foundation in managing complex, regulated environments. That early experience shaped her practical, people-centered approach — one that blends operational precision with strategic insight.
BJ has served in senior HR and payroll roles across diverse industries, including Fortune 500 companies, fast-paced startups, and consulting engagements. Her specialties include total rewards, leave management, year-end payroll readiness, and HRIS implementation. Known for her ability to simplify complex requirements, BJ helps organizations build systems that are not only compliant, but efficient and sustainable.
She has held PHR, SPHR, FPC certifications and is currently a certified SHRM Senior Certified Professional (SHRM-SCP) and frequently trains HR teams on FMLA, ADA, payroll best practices, and benefits strategy.
In addition to her professional work, BJ is a dedicated volunteer and leader in the HR community. She has served in multiple roles with Tri-State HRMA, including leadership positions on the Study Group Committee supporting SHRM and HRCI certification prep, and as a key contributor on the annual Conference Committee. BJ has also held board roles including Member-at-Large, Secretary, and most recently served as President for the past two years. Her commitment to developing HR professionals, encouraging emerging professionals and advancing the field is reflected in her ongoing mentorship and industry engagement.
Whether she’s leading a training session, solving a compliance challenge, or advising on process improvement, BJ brings clarity, confidence, and collaboration to every engagement.
Lisa Jackson Brooks
Lisa will be taking on the Vice President role for Tri-State HRMA during the 2025-26 program year.
She is currently the Director of Human Resources at First Children Services, where she leads people operations for a multi-state behavioral health and education organization. As a SHRM-CP, she brings strategic HR knowledge to both her professional and volunteer work. Outside of work, she is a runner, a proud mom, a LEO wife, and a firm believer in the power of empath and humor in leadership. She recharges by spending time at the Jersey Shore – her favorite place to unwind, reflect, soak up the sun and get a dose of Vitamin “Sea”.
Michael Petrilli
Mike will be serving as a Director At Large for the upcoming program year. During his career, he has primarily worked in the financial services industry, including 10 years at TD Bank, where he started as a financial analyst and worked his way up to an HR leader, and then at WSFS Bank, where Mike served as a HR Business Partner supporting the Consumer Banking division. He recently joined Chubb in 2024 as a HRBP where he currently supports the Global Finance and Marketing units. Mike is a graduate from the University of Scranton with a degree in Business Management. He then received an MBA from Saint Peter‘s University. He currently holds a PHR and SHRM-CP certifications.
Jo-Anna Rubin-Berman
Jo-Anna is currently serving as one of our Directors At Large for theTriState HRMA Board of Directors. As an experienced HR executive, she has over 30 years of progressive experience in human resource management in the financial services industry, specializing in work related to Shared Services functions within organizations.
Jo-Anna recently assumed a new role at Munich RE as the Vice President Global Head of Payroll. In this role she will transform the current fragmented and decentralized payroll function to a new globalized function. Previously, Jo-Anna served as the Vice President of US HR Shared Services at Munich RE, where she oversaw the HR Service Center, HR Operations, Payroll, Reporting and Technology, as well as HR technology strategy. Her team supported over 5,000 employees in North America.
Jo-Anna and her team were the 2023 recipients the Mid-Atlantic’s HR Department of the Year Award in HR Technology: an award recognizing outstanding achievements in this area.
Prior to joining Munich RE, Jo-Anna held senior level positions at TD Bank and Commerce Bank as well as a number of other financial institutions..
Jo-Anna earned her bachelor’s degree in business management from Cedar Crest College. She is dedicated to giving back to the community and serves as the Chairperson of the Student Relations Committee of her local SHRM Chapter, Tri State HRMA. Jo-Anna also serves as the President of the Ocean County Women’s Association, an organization dedicated to providing scholarships for women who are pursuing their college education.
Barry Barlow
Barry will serve as Treasurer for Tri-State HRMA during the 2025-2026 program year. He is currently a Senior Account Executive at PhillyVoice.com, a free news site with 2.5 million monthly readers, where he helps businesses connect with audiences through digital marketing. With twenty-seven years of experience in news media, Barry previously managed an LGBTQ entertainment complex in Ybor City and worked as a singing telegram artist. He enjoys pickleball, disc golf, outdoor activities, and lives in Swedesboro, NJ with his sister Rhonda.
